Technically they are the same: both terms refer to pressed trichome concentrate. 'Hash' is the traditional name (from the Arabic word 'hashish'), 'resin' is the term most used in the European market and sounds more neutral commercially speaking.
CBD resin is sold in Spain exclusively as a collectible product or for aromatherapy. It is not intended for human consumption. If you use it as an aromatic, you can gently heat it with a burner to release its terpenes.
No. CBD is not psychoactive: it does not produce a 'high' or alterations in perception. CBD resin marketed in Spain contains less than 0.2% THC in the plant, well below the psychoactive threshold.
